ITANAGAR, Feb 4: Dismissing rumours going round about possible change of guard in the state, Arunachal Pradesh Congress Committee (APCC) today denied any internal strife within the party and clarified that no change in leadership is in offing as speculated.
Rubbishing the rumours as concocted, doctored, tailored and stage managed to tarnish
the image of Chief Minister Dorjee Khandu, APCC spokesperson Vishal P Nabam in a
release said that the entire exercise is nothing but handiwork of few frustrated

Congress delegation meets Rahul
ITANAGAR, Feb 4: A five member Congress delegation from Arunachal Legislative assembly called on the AICC General Secretary Rahul Gandhi and discussed various development and organizational matters of the party today.
The team included Parliamentary Secretaries Padi Richo, Thinghap Taiju and Jomde Kena, Jomde Kena, and Deputy Speaker Tapang Taloh.
Rahul Gandhi made extensive enquiries regarding development and party’s organization in Arunachal Pradesh.
The team briefed Gandhi that due to development of Hydro power projects the State is on the path of economic revival.
They further called for early connectivity of the State with rest of the country by Air and Train, promotion and development of tourism sector, support and development of agriculture, horticulture, inclusion of irrigation sector under special plan assistance.
They made an special emphasis on development of Educational infrastructure in the State, on which Padi Richo submitted a memorandum for establishment of “Indira Gandhi Technological and Medical Sciences University” at Ziro.
Richo also requested Gandhi to lay the foundation stone of the proposed University which was accepted by him. Richo briefed about the party’s organization with special reference to INTUC and formation of welfare board for benefit of working class of the State.

28th Foundation Day of RGU

Delivering the Foundation Day Lecture at the Rajiv Gandhi University here today, Prof Udayon Misra who retired as Professor of English from Dibrugarh University said that the foundation day is both a moment of celebration as also a looking back upon the difficulties it had.
In a very insightful deliberation titled “Universities as Instruments of Social Change” he lamented that in the present world people looked upon education as an industry and students as consumers and there are attempts to privatise the education system.
He added that in India, it was always within the Universities that processes to bring social changes were initiated. He called upon students to develop an insight into the very idea of freedom and rights and said that only when they develop a power of reasoning can they enable themselves to change society.
Vice Chancellor Prof. Tamo Mibang in his address said that we must explore what new and relevant departments needed to be introduced in these changing times.
He emphasised that the RGU should try new ideas of developing short term and long term partnerships with neighbouring universities as well as that from across the country. He described University faculty and students as the makers of future civil societies and also stated that “the goal of the university should be to create the best citizens of the nation, and it is the students and teachers of the university who should lay the foundation” and hoped RGU would be a model University in the north east.

The President of the RGUSU, Mohan Gyadi said that even after 28 years of establishment the students are not satisfied with services and accommodation available. He added that the RGUSU had already submitted a memorandum to the higher authority on these issues which are yet to be fulfilled. He pointed out that, for instance, the infrastructure for the AITS was not adequate and that the Department of Mass Communication was yet to shift to the campus. He also urged the authorities to shift the girls’ hostel to a safer and secure place.
GCC awards scholarship to 113 students
ITANAGAR, Feb 4 : Altogether 113 students from different government schools received
scholarship and 30 others were given cash awards of Rs. 10000/-
Director, Higher and Technical Education, Dr Joram Begi, giving away the awards termed it a good gesture on part of the GCC for extending such large number of scholarships to students of 16 schools in the state. Terming the awards as recognition of their talents, he exhorted them to strive harder for achieving more in their life and decide upon a bright career.

ROING, Feb 4: The Reh Festival, organized by the Central Reh Celebration Committee 2011 with support from the Tourism Department of Arunachal Pradesh and Ministry of Tourism, Govt of India, successfully concluded at Ita Pulu Cultural Hall on Thursday.
The inaugural ceremony of the festival was held on Feb 1, which was graced by Gen JJ Singh (retd), Governor of Arunachal Pradesh and the first lady, Anupama Singh. This festival is a way of reiterating and preserving the unity among the people of Idu Mishmi community.

Over hundred participants including folk artists, school students, and dance groups attired in traditional colorful costumes attended the festival and won recognition of their talent at a simple ceremony held on the third night of the three day event. Winner of the traditional group dance and song competition, including the traditional fashion show for adults and kids were given cash prizes. Trophies and cash prizes were also distributed to the winner of the literary programs.
Special emphasis was given on promoting the Idu dialect, which is now spoken rarely among the Idu youths. To encourage the youths to speak in their mother tongue, Tazu Lamaga (Story Telling), Lamaga (Debate) and Ayuthru Maga (tracing genealogical roots) competition was held under the literary program.
The Fashion Show, which is the greatest entertaining event of the Reh Cultural Nite was held on the second night. Even contestants took part for the title of ‘Miss Reh 2011’.
Miss Bali Linggi, a 16 year old student won the title wining cash prize of Rs 15000.
The festival concluded on the third night on an emotional note from Sangam Linggi, Culture Secretary of the Reh Committee: “The Committee is extremely grateful to all those who have lent their helping hand in making this mega event a grand success.”

The scope of the Lead Bank Scheme has been widened based on the recommendations of High Level Committee to facilitate financial inclusion. Dr. Rangarajan Committee added stimulus to the programme of financial inclusion where Lead Bank Scheme has great role to play.
Based on the recommendations, the Reserve Bank had revised the Lead Bank Scheme and RBI has come out with a comprehensive Circular on February 26, 2010 advising Banks to gear up the machinery to strengthen the Lead Bank Scheme in the States.
In Arunachal, the Lead Bank, State Bank of India has already initiated several steps to strengthen the Lead Bank forum and regularize the meetings at District and State levels. As a result, in most of the districts the meetings are being scheduled and issues relating to agriculture and rural development schemes are discussed. The members of Tator Clan, who have been residing in Upper Subansiri District since time immemorial and had identified themselves as ‘Tagin’, a constitutionally recognized major Tribe of Arunachal Pradesh.
But some confusion has arisen about our clan due to wrongful statement given by someone
during recently concluded Galo Baanv Kvba. The people of the Tator Clan whleo-
But during conclave it was really shocking and painful for us when it was informed that one ‘Tanio Nguki’ was allowed to address the gathering, wherein, he declared himself to be a ‘Galo’, without the knowledge, consent and opinion of the members of the entire clan.
As a matter of fact, any person bearing the ‘Nguki’ title is the natural member of
the Tator Clan, based on the genealogy count according to the practice prevailed
in the Tagin Tribe. Furthermore, when the entire Tator Clan identifies itself with
Tagin Tribe, how come a single person try to disturb our social fabric, by declaring
himself to be a ‘Galo’? Is there any hidden motive behind his statement? or is he
trying to express his frustration and anger, in case, any of our co-
Further, we are not against the ‘Galo’ community, but this matter is about the image of our clan and the disturbances that may be cropped up in the social fabric of our clan, due to the sentiments of a single person.
As a matter of fact, the members of the local organizing committee, whose wisdom and knowledge is beyond doubt, should have restrained Tanio Nguki from addressing the gathering, thereby explicitly symbolizing that they do really stand for peace, progress and ;prosperity.
So, to be precise, when it is clear that the entire Tator Clan comes under the Tagin Tribe, then there is no question beyond doubt, that the statement of a single person with malafied intention should not be accepted as true. In fact, his statement/pronouncement was baseless. Therefore, the entire Tator clan has decided that his statement should be taken back.
Further, I strongly feel that better sense should prevail and Galo community should not take our views to be targeted against them, as the Galo Community is bestowed with many intellectual people serving the State under various capacities. Our views need to be ventilated as because the statement of Tanio Nguki has really disturbed the sentiment of the entire Tator clan, therefore for the better existence of the clan we need to express our views in public.
Finally, we stand for a strong and united Arunachal and we hope that our views do not hurt any particular clan Tribe as this is not our intention.

An individual’s decision
Dear Editor,
I’m more or less convince with K Tapok’s letter in which he has rightly pointed out the tendency of fleeting loyalty of politicians, in fact it’s common. At least in our state. In such matters, any reasonable citizen especially those having the quality of being a perceptive political observer must be able to put up with. Most of us have the habit of being too much judgmental towards anybody that we personally don’t know but have heard about, I strongly believe such criteria don’t qualify us to point fingers on others, especially for the facts that are personal. When an individual is not pleased or call it not interested in a party to any further extent, or have no vital role to play, then it’s up to that individual to make a decision on or to accept a transition which should just be tacit.
With reference to my points, I just want to put a little emphasis that anonymous person in making a correct dissemination of his/her opinion has somewhere gone way beyond in pointing out faults. Such irresponsible and derogatory comment made against T Taki, who is one of the senior most leaders of Pangin Boleng constituency is not only fatuous but also carries no substantial meaning; thus, any misleading claims involving a public figure damaging his reputation could confirm libel.
In fact, I see it nothing more than squabbling. It would have been much better if he/she could have divulged information about ongoing projects that are not being implemented properly and all those public money that is being looted.

The case of central funds and existing roads

From the order number DONER/NLP/112/2007 Dtd 11/01/2010, I had came to know that
Govt. of India had accorded administrative and financial approval of Central Financial
Assistance under Non Lapsable Central Pool of Resources (NLCPR) amounting to Rs.
769.05 lakhs for construction of Kimin-
PWD department is carrying out the work by doing minor renovation of already existing
road and finishing those portion left earlier. while after getting information that
payment has been made to contractors for Rs. 266.85 lakhs, I filed a RTI application
to implementing agency PWD Arunachal Pradesh for furnishing documents like copy of
NIT, copy of contractors' list, copy of NLCPR guidelines, copy of sanction letter
from the Govt. of India New Delhi, Ministry of Development of North Eastern Region
and copy of LOC issued for the contractors payment. But concern authority did not
furnish me the NIT copy and contractors list. This shows that implementing agency
(PWD dept) has an intention to hijack such a centrally sponsored scheme and thereby
dis-
Moreover, now the point of question is that whether the sanctioning authority had allowed (permitted) the department to implement the scheme without following public tender notice (NIT). If so, the authority is requested to provide such a copy to me for my satisfaction, otherwise, I shall be compelled to appeal before the Court of Law for hijacking of the scheme and violating the norms prescribed by the sanctioning authority.
In case, if the issue is devoid of such order, the department may immediately be ordered to stop the work and call for NIT and till such procedure is followed, no sanction of the second 2°d instalment of fund be release further. In this regard I have written to DONER Secretary, New Delhi and lodged strong protest against such illegal act.

Why are we being ignored?

I would like to draw the attention of Mission Director, National Rural Health Mission (NRHM) towards the state of disappointment among the Health Assistants under the programme.
As per the revised scheme, salaries of NRHM staffs were enhanced and are being paid accordingly, excluding the Health Assistants. According to ROP salaries of H/A’s has been enhanced to Rs. 12,000 per month from Rs. 5,500 with arrears. But we are lost somewhere in the process. Like any other staffs, we also discharges our duties sincerely, no matter, which parts of state. But we are being ignored.
May we assume this inequality and injustice as a signal that, we are no more needed by the department?

Perverted few
Dear Editor,
This is in reference to one Dr. Kapang Ering’s letter dated January 31.
It is unfortunate that the doctor despite his qualification is yet to broaden the horizon of his thinking in the line of social harmony and peaceful coexistence among Minyong & Galos. History tells that Minyongs and Galos are living together with love and peace since time immemorial in West and East Siang districts. If there are some differences it is only due to some handful of perverted and communal persons. The common people of both communities never had a different vision. Our forefather never told us that this is Galo and that is Minyong land. We the officers or groups of both the community are always together not only in Mopin, Solung but also go hand in hand at time of in need.
It is surprising that the medical officer instead of bridging the society together is trying to create the communal colour in the name of the new District.
In any way, it may be his personal opinion only, definitely not by Adis and Galos. Adis and Galo are matured enough to judge such malign intention of the writer and such write up should not find any place in your esteemed column.

Earthquake hits NE
ITANAGAR, Feb 4: An earthquake measuring 6.4 on the Richter Scale rocked northeastern states including Arunachal this evening at 7.24 p.m. local time. The epicentre was 30 miles north northwest of Imphal, near the border with Myanmar. The depth of the quake was 55.2 miles (88.3 km).
The quake occurred 30 km below the earth’s surface and was felt in all the states of the region.
No immediate report of any damage or casualty has been received so far from anywhere in the region so far.

ITANAGAR: A surprise inspection in the restaurants running in Itanagar was carried out by a team led by Deputy Commissioner Dr. SB Deepak Kumar, ADM Talo Potom, Deputy SP Irak Bagra and SI CA Namchoom yesterday.
During the inspection, lots of liquor sold illegally were seized and the trading licenses of five restaurants were cancelled immediately.
One restaurateur was booked for engaging child labour in their establishment and a spot fine of Rs. 30000 was imposed.
Further, two youths who were allegedly collecting money from various hotels on behalf of Itanagar Market Welfare Association (IMWA) as their contribution towards the ensuing ANSU election were caught red handed along with a sum of Rs. 7000 and sent to five days judicial custody.

It further said that due to lack of knowledge about this the act, even officers were unable to carry out proper work for the welfare of the people.
